CALL TO ORDER
Chair Kehoe called the meeting to order at 7:40 p.m. He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.
The Chair called for a moment of silence to honor the passing of Maurice “Mo” Belanger. Mr. Belanger served his community in several capacities, most notably as a member of the East Hartford Rotary Club, as a member of the Redevelopment Agency and the Economic Development Commission, and was active in Riverfront Recapture. He will be sorely missed.
Minority Leader Eric Thompson asked for a point of personal privilege to explain the reason for his abstention from discussion and vote on any agenda item that relates to Goodwin College.
Councillor Marc Weinberg asked for a point of personal privilege to thank those who extended their condolences to him on the recent passing of a family member.

Connecticut International Baccalaureate Academy

CONNECTICUT INTERNATIONAL BACCALAUREATE ACADEMY
On behalf of the citizenry of the Town of East Hartford, we hereby recognize CIBA as the ONLY Connecticut school that made the top twenty-five of the Newsweek Top High Schools list for 2010.
Arthur Arpin, Principal of CIBA, thanked the Mayor and the Council for this acknowledgment of excellence and praised the students and staff for their part in making this recognition possible.
Beautification Commission: July 2010 Awards
Pat Sirois, Chair of the Beautification Commission, presented the residential awards to (1)
The Lecours Family, 51-53 Woodbridge Avenue; and (2) Mayland Clark, Sr., resident of 39 Burnside Avenue. Also, Ms. Sirois presented the business award to Lea Zubretsky, co-owner of 168 Burnside Avenue, LLC, for the landscaping at 168 Burnside Avenue. Ms. Zubretsky shared the award with Joe, from Magic Touch Landscapes, the contractor hired to care for the grounds.
The Council and the Mayor joined with Ms. Sirois in thanking the recipients for making East Hartford a prettier place to live.
East Hartford Parks and Recreation Department: Lifeguards

HEAD LIFEGUARD

ASSISTANT HEAD LIFEGUARD
for their outstanding efforts, quick response and actions in saving the life of a child.
Ms. Sobolewski and Mr. Pettinato explained what happened that day and how they responded, quickly and calmly, to what could have been a tragedy. The Town Council and the Mayor expressed their deep gratitude to the selfless acts of these two young residents.
OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS
Ron Pugliese, President of the East Hartford Chamber of Commerce, commended the recipients of tonight’s Beautification Awards and the recognition of the Lifeguards. Also, Mr. Pugliese stated that he and the Chamber support the amendment to the town’s Plan of Conservation and Development which would spur much needed revitalization to the Silver Lane area.
Susan Kniep, 50 Olde Roberts Street, (1) commented on the recognition of CIBA; (2) asked that the Council not approve the sale of Willowbrook School, and refer it to the Investigation and Audit Committee; (3) spoke to the Assessor regarding when property is recognized as tax exempt; (4) suggested that PILOT money was not used to offset taxes, but was turned back to Goodwin College; (5) strongly urged the Council not to amend the town’s plan of conservation and development; and (6) asked when the memorandum of understanding between the Town of East Hartford and Podunk Bluegrass Music Festival, Inc. was approved.
Frank Collins, 64 Phillips Farm Road, supports the amendment to the town’s plan of conservation and development.
Gerald Maine, 42 Phillips Farm Road, stated that the Condominium Association of Phillips Farms has unanimously approved the amendment to the town’s plan of conservation and development.
Jason, a resident of Forbes Street, is not against development in East Hartford, but is against the amendment to the town’s plan of conservation and development which would allow a curb cut onto Forbes Street.
Janet Romayko, 340 Forbes Street; Catherine Kupidura, 350 Forbes Street; and Jahala Tomaselli, 26 Middle Drive all spoke against the amendment to the town’s plan of conservation and development.
Mayor Currey (1) stated that the memorandum of understanding between the Town of East Hartford and the Podunk Bluegrass Music Festival Inc. was part of the amusement permit application approved at the Town Council meeting of February 2, 2010; (2) urges all residents to support the road bond; and (3) attended the Wings ribbon cutting at 168 Burnside Avenue and commended the owners of that plaza for the beautiful landscaping for which they received a Beautification Commission award this evening.

COMMUNICATIONS AND PETITIONS
Podunk Bluegrass Music Festival
Roger Moss, Parks and Recreation Director, summarized the upcoming events of the festival that starts Thursday, August 5th through Sunday, August 8th. Mr. Moss also announced that the East Hartford Parks and Recreation Department has been selected by the National Parks and Recreation Association to be the recipient of the 2010 Dorothy Mullins Arts and Humanities Award.
Resignation of Pat Harmon from the Economic Development Commission
Councillor Pat Harmon stated that she enjoyed her time on the EDC, but due to her recent appointment to the Town Council, she will no longer serve the town in that capacity.
OLD BUSINESS
Amendment to the Plan of Conservation and Development re: 403 Forbes Street – postponed from the July 13, 2010 Town Council Meeting

to approve the amendment to the Town's Plan of Conservation and
Development changing the property known as 403 Forbes Street from
Residential to Commercial as outlined in a memo from Jeanne Webb,
Development Director, to Melody A. Currey, Mayor, dated July 2, 2010 and
advise the Planning and Zoning Commission to ensure that:
(1) any access to Forbes Street from the abutting property located at 972
Silver Lane shall not be the primary means of access or egress from said
property;
(2) the property abutting 403 Forbes Street located on the corner of Silver
Lane and Forbes Street shall remain open space;
(3) any access to Forbes Street shall have sufficient buffer between the
access road and the abutting residential property, and
(4) any access road shall ensure the safety of the public using Forbes
Street and its sidewalks.

NEW BUSINESS
Historic Document Preservation Grant

RESOLVED: That Melody A. Currey, Mayor, is empowered to execute and deliver in the name of and on behalf of this municipality, a contract with the Connecticut State Library for a Historic Documents Preservation Grant.

U. S. Department of Defense re: Office of Economic Adjustment Grant

to adopt the following resolution:
WHEREAS, the United States Department of Defense, Office of Economic Adjustment (OEA), recognizes the need to develop a plan to assess the impact of the termination of the U.S. Air Force F-22 production contract with Pratt & Whitney Aircraft on the manufacturing workforce in East Hartford and the surrounding region; and
WHEREAS, OEA has grant funding available as established under Title 10 of the U.S. Code, Subsection 2391(b)(1)(C) of up to $1 million dollars for this purpose; and
WHEREAS, the OEA has invited the Town of East Hartford to submit a funding proposal with the Connecticut Center for Advanced Technology, Inc. (CCAT), to develop a plan to assess this impact on the local, regional, and national workforce and to design a service delivery model to assist displaced workers involved in the aerospace and defense manufacturing workforce nationwide; and
WHEREAS, OEA funding requires a 10% match of in-kind funding, which CCAT will provide.
NOW, THEREFORE, BE IT RESOLVED that the Town Council of the Town of East Hartford recognizes the need for funding to assist our regional workforce involved in defense industry manufacturing.
AND FURTHER, BE IT RESOLVED that the Town Council does support and authorize the submission of a grant application to the OEA in partnership with CCAT for the purposes stated above and authorizes its Mayor, Melody A. Currey, to act as representative of the Town and to enter into contract and make any amendments thereto to receive funding from this federal agency.

Supplemental Capital Budget Appropriation: Board of Education re: Goodwin School Roof

to adopt the following resolution:
RESOLUTION CONCERNING A SUPPLEMENTAL CAPITAL BUDGET
APPROPRIATION OF NOT EXCEEDING $850,000 FOR THE REPLACEMENT OF THE
GOODWIN AND O’CONNELL SCHOOL ROOFS
WHEREAS, pursuant to a resolution of the Town Council adopted on August~26, 2008 and a vote of the electors of the Town at a referendum on November~4, 2008, the Town Council and the electors of the Town, respectively, approved an appropriation in the amount of $1,885,000 and a bond authorization in the amount of $900,000 for various school improvements; and
WHEREAS, actual design and construction costs have exceeded the original budget due to amendments to the building code that must be incorporated into the construction to qualify for State reimbursement; and
WHEREAS, the Board of Education has pursued and has been approved for State construction reimbursement of approximately $1,703,844 on these two projects; and
WHEREAS, the Board of Education and Town desire to complete these two roof reconstruction projects by increasing the Original Appropriation by $850,000 from $1,885,000 to $2,735,000;
NOW THEREFORE BE IT RESOLVED, that the East Hartford Town Council does hereby approve this Supplemental Capital Budget Appropriation in the amount of $850,000 to increase the Original Appropriation from $1,885,000 to $2,735,000.
Funds certified as unobligated and available.

Recommendation from the Real Estate Acquisition & Disposition Committee re: Sale of Willowbrook School, 95 Willowbrook Road

to refer to the East Hartford Planning and Zoning Commission,
in accordance with the provisions of Connecticut General Statutes §8-24,
the proposed purchase of the property located at 95 Willowbrook Road in East Hartford, known as the Willowbrook School, by Goodwin College, for the purpose of building a new school, with instructions to review the matter and report back to the Town Council with its recommendations.

Agreement between East Hartford Board of Education and East Hartford Educational Administrative and Supervisory Unit

Supervisory Unit for the period of July 1, 2011 through June 30,
2014, as referenced in a memo from Christopher Wethje, Director
of Human Resources for the East Hartford Public Schools to
Sharon Miller, Town Clerk, dated July 22, 2010.

Referral to Fees Committee re: Municipal Fire Alarm System Fees

Recommendation from Tax Policy Committee: Hoffman Enterprises, 600 Conn Blvd

to adopt the following resolution:
PROPOSED RESOLUTION FOR HOFFMAN FORD BUSINESS INCENTIVE
WHEREAS, Hoffman Ford, Inc. “the Developer”, is about to undertake a renovation of its holdings in East Hartford (600 Connecticut Boulevard) Hoffman Ford (the “Project”); and
WHEREAS, the proposed cost of the Project is in excess of $1,200,000; and
WHEREAS, completion of the Project will continue to provide employment for 108 individuals; and
WHEREAS, the Town will benefit from the development of the Project, the enhancement of one of the most visible gateways of the Town of East Hartford, the prospect of new jobs for the area and increased personal property taxes; and
WHEREAS, the Town’s goals are to preserve and create jobs, create a stable long-term tax base and encourage the growth of new and existing businesses; and
WHEREAS, Connecticut General Statutes, Section 12-65b, as amended, provide the legal authority for a municipality to enter into an assessment fixing agreement for a period of 2 years based on the proposed investment in this property; and
NOW THEREFORE, the East Hartford Town Council does authorize the Mayor, Melody A. Currey, to execute a tax assessment agreement in accordance with the terms of the Connecticut General Statutes.

Setting a Public Hearing Date for Revisions to the Town of East Hartford Code of Ordinances

Hartford Code of Ordinances: Section 10-7, Subsections (b) and (d),

Membership in the Central Connecticut Solid Waste Authority.

Outdoor Amusement Permit Application: Muni Reunion Concert

to approve the outdoor amusement permit application, Muni Reunion
Concert, submitted by Stephen McKay, President of Euphoria Event
Solutions, LLC to conduct a reunion concert for many of the clients of the
Municipal Café on Saturday, August 14, 2010 in Martin Park and to serve
alcoholic beverages, as well as food, under a “Top Tent” with music played
from 12Noon on Saturday August 14, 2010 until 1AM on the morning of
Sunday, August 15, 2010, subject to compliance with adopted codes and
regulations of the State of Connecticut, the Town of East Hartford, and any
other stipulations required by the Town of East Hartford or its agencies.

Bid Waiver: East Hartford Police Department re: Equipping New Cruisers

to waive the bidding procedures in accordance with Section 10-7(c) of
the Town Ordinances to permit the East Hartford Police Department
to contract with Fleet Auto Supply to equip new police cruisers as more
fully stated in a letter dated July 19, 2010 from Beau Thurnauer, Deputy
Chief of Police, to Melody A. Currey, Mayor.

OPPORTUNITY FOR RESIDENTS TO SPEAK
Mayor Currey announced that the ground breaking for the new firehouse will be Monday, August 16th at 10:30AM. Also, the Mayor asked if anyone notices traffic signs are missing, report it to her office and she’ll look into it.
Barbara Rossi reported that she had a great time at the Summer Youth Festival held last weekend and reminded all that the Podunk Bluegrass Music Festival starts Thursday, August 5th.
